Many care not for the protection of their luggage and the likes and feel that they are sufficiently covered with the EHIC card that everyone has. The European Health Insurance Card does have its merits, but it is never going to be as thorough as a snowboarding insurance policy, and counts for nothing if you are anywhere outside of the EEC, anyway.
